David Swanson is a nationally known demographer who joined
the UCR faculty in the fall of 2007 and was appointed
interim Director of the Center on Jan. 1, 2008. He
previously was Professor and Chair of the Sociology
Department and Director of the Center for Population Studies
at the University of Mississippi. He
has more than 30 years of experience as an
applied demographer, including recent
research funded by the National Science
Foundation in which he directed an
on-the-ground census and sample survey to
assess the impact of Hurricane Katrina on
residents of the Mississippi Gulf Coast. He
has been at the University of Mississippi
since 2003.
His applied demography
experience includes service as the Dean of
the Helsinki School of Economics, Professor
of Urban Studies at Portland State, and
State Demographer in the Alaska Department
of Labor. He also has conducted demographic
research in Saudi Arabia.

Research Interests:
In addition to his
study on Hurricane Katrina’s effects on
Mississippi Gulf Coast residents, Dr.
Swanson’s research has covered a wide range
of topics including household energy and
food consumption patterns, tourism and
gaming revenues, health benefits, infant
mortality and social inequality, and the
consequences of demographic changes on a
wide range of public and private sector
issues.

Juliann Allison is Associate Director of the Blakely Center. She received her Ph.D from
the University of California, Los Angeles and joined the UCR faculty in 1997.
As Associate Director, Dr. Allison will be seeking to strengthen ties between the Center and UCR’s faculty by aiding research efforts, finding funding for graduate students and their research and
identifying faculty members interested in the Center’s research projects.
Her teaching interests include international political economy and environmental politics.
Her research efforts have been supported by the California Energy Commission and the National Science
Foundation. Dr. Allison’s recent publications include: Creating Distributed Generation Policy to Improve Air
Quality: "Can We Have Our Cake and Eat it Too?" Energy Policy Journal (forthcoming, written with former
Center Director James Lents); "Information and International Politics: an Overview," in

Rick Burnham

Rick Burnham is the Center’s Assistant Director. He has more than 25 years’ experience as a
business writer and editor for newspapers in California and Michigan, including nearly 15 years with The
Press-Enterprise. He has written for regional and national magazines, including California Builder, Road
& Track, Westways and Parenting. He received a bachelor’s degree in journalism from Central Michigan
University and has completed several college courses in real estate technology and telecommunications.

Shayna Conaway joined CSSD in 2004 as the Finance and Event Manager. Before
joining the Center, she worked as a Financial Analyst in the College of
Humanities, Arts, and Social Sciences Dean’s Office at UCR where she assisted
with the financial management of CSSD from its inception. Prior to coming to
Riverside, Shayna worked in mortgage banking finance. She received her B.A.
degree from California State University, Fresno in 1992.
Judy Swineford

Judy Swineford is the Center’s Contract Manager.
Before joining CSSD in May 2004, Swineford worked for the College of
Engineering, Center for Environmental Research and Technology at UCR and
for the South Coast Air Quality Management District. She has conducted
field measurements and data review for the Southern California Ozone
Study, worked in the Environmental Policy Studies group developing
emission inventories, identifying and evaluating new and emerging air
pollution control technologies, and researching alternatives in solid
waste transport. Swineford has a Bachelor’s degree in Environmental
Management from the University of La Verne.
